Aren’t General Condition expenses part of the CM’s overhead?

Home Office Overhead, on the other hand, is fixed and goes on regardless of whether a job is in progress. General Conditions expenses are part of the construction budget while Home Office Overhead expenses are paid by the CM out of his/her fee.
